How the timeframe works

The 20 working day statutory clock only counts days Council is actively assessing a complete application. It excludes weekends, public holidays and the 20 December to 10 January shutdown, and it stops entirely while Council waits on a request for information (RFI). The realistic estimate adds planning buffers for those delays.

💡 Homeowner tip: an RFI is the number-one cause of overrun, and it is the one thing in your control. A complete, well-documented application at lodgement is the fastest path to a decision.

Does the Christmas shutdown count?

No. The period from 20 December to 10 January is excluded from the statutory clock under both the Building Act and the RMA, so a December lodgement effectively lands in the new year.

Why would it take longer than 20 working days?
